WASHINGTON, D.C. (October 22, 2026) – Cygnal, one of the nation’s fastest growing and most accurate private polling firms, released the following poll (conducted Oct. 15-18) of 1,008 likely general election voters in nine key U.S. Senate battlegrounds: Alaska, Iowa, Kansas, Maine, Michigan, New Hampshire, North Carolina, Ohio, and Texas.
“Voters are incredible frustrated, and they’re taking it out on Republicans,” said Cygnal CEO and Pollster, Brent Buchanan. “Issues like AI have a contributory effect considering their upside down image with voters and the strong opinions voters have about how they want to see AI addressed from a policy perspective.”
Key Takeaways:
The 14-point battleground shift: Across nine battleground states where voters collectively backed Trump (49-40) in 2024, Democrats now lead by four points on the generic ballot (45-49). Independents are driving the swing, breaking for Democrats at 62 percent and ranking cost of living (32%) and government corruption (20%) as their top voting issues.
Neither party owns the AI issue yet: Voters split evenly on which party they trust to regulate AI (38% Democrats, 37% Republicans). However, Independents trust Democrats by 26 points (42% to 16%), and 23% of voters think Republicans mostly oppose AI regulation (vs. 9% for Democrats) Roughly a third say both Republicans (31%) and Democrats (35%) don’t talk about guardrails enough.
Backing AI guardrails is a layup for candidates: Seventy-six percent of voters are more likely to support a candidate who backs common-sense AI guardrails (+70 net), including 84 percent of Democrats, 75 percent of Independents, and 71 percent of Republicans. Opposing guardrails in the name of innovation costs candidates across the board, with 69% less likely to vote for them (-58 net).
Every safeguard tested clears 80% support: All 10 proposals draw at least 82 percent support overall and at least 79 percent in each party. Intensity peaks on protecting kids and families led by stronger parental controls (93% support, 81% strongly), disclosing when users are talking to AI (92%), blocking AI hacking (91%), monitoring AI systems (90%), and limiting AI relationships with minors (89%).
AI companies are more unpopular than Congress and Trump: Voters view AI companies at 29 percent favorable to 59% unfavorable (-30 net). That’s further underwater than Democrats in Congress (-17), President Trump (-18), and Republicans in Congress (-20). Even 2024 Trump voters view AI companies unfavorably (40% favorable to 45% unfavorable).
